No. For a seat in Government MBBS/BDS College, you can only try under All India Counseling. You cannot attend their State Counselling for Government Seats. The rule also applies for Mop Up round. Only those Candidates who have the domicile of the State can appear for State Counselling for Government seats in both MBBS/BDS Government Colleges. With a score of 523, you can appear for State Counselling and you might get a seat in BDS. Having said that, this is based on 2019 data and cut offs change every year. Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam. The Mop Up round is applicable for the students those who are qualified, but did not get seats in round one and two. Based on your score you can get it through All India Counselling. Hey, since you have domicile of U.P ,you're not eligible for taking admission in punjab bds as their eligibility criteria clearly says that the aspirants/students must be a bonafide resident of punjab and since you're not I'm sorry you can't get admission there.
