In many exams there's a rule that candidates' fingers should not be coated with stamped ink/mehndi/colour. However AFCAT hasn't mentioned any specific rules regarding that.
They have mentioned in guidelines that no electronic devices or gadgets will be allowed inside the AFCAT examination centre like mobile phones, smartwatches, bluetooth devices, etc.

In the official notice provided by IAF regarding guidelines for AFCAT examination. there is NO rule mentioned regarding heene applied on palms or hands. since no rule is mentioned you can go for the examination.
yet it is advisable to remove heena if possible to eliminate any possible inconvinience if any may occour at exam center.
