Yes , you can get a seat in Nitte meenakshi institute of technology, bangalore even without giving the COMEDK and KCET exam. The admissions to this institute are also made on the basis of an entrance test. But the last date for applying for  the entrance test for this year has passed and the exam is on 11th june ,2019 . You can only apply for the exam next year .
