If you are seeking admission to under Graduate Engineering course then you can get admission in to a college in Pune without JEE Main. If you are seeking admission to MHT CET participating institutes then you need to appear for MHT CET Entrance Examination. The eligibility criteria to appear for MHT CET is that you must have passed 10+2 with Mathematics/Biology, Physics and Chemistry/ Biotechnology/ Biology/ Technical/ Vocational subjects. Candidates should have secured a minimum of 45 % marks for the General Category and candidates belonging to other state irrespective of their category. For reserved category and Persons with Disability candidates belonging to Maharashtra State only the minimum marks to scored are 40% marks. Or must have passed Diploma in Engineering with minimum 45% aggregate marks for General category and minimum 40% aggregate marks for reserved/ backward category/ Persons with Disability belonging to Maharashtra State only. Or must have passed B.Sc Degree from a recognized university with minimum 45% aggregate marks for General category and minimum40% aggregate marks for backward class/ Persons with Disability belonging to Maharashtra State only. These candidates should have passed XII class with Mathematics as a subject. The nationality must be Indian. There is no age limit.

If you are seeking admission in any institute other than MHT CET Participating institute then you may have to appear for the entrance examination conducted by the institute of the admission is based on the merit in entrance examination. Yes you can take admission in government engineering college without JEE Mains too. But for that you need to give entrance exam test for that government engineering college. For admission in B.tech course in any government college, either you will have to appear in JEE mains or you can also appear in state level entrance exam : MHT CET (Maharashtra) .
Right now JEE Mains is a very important exam if you want to take admission in good government engineering college in India, but it's all depend on you MHCET also can give you top colleges if you will have best rank.
