The pay scale mainly depends on the degree you are holding and the skills you have . The Pay scale will not vary if your profile is well maintained and you have the skills of the job you are applying for. As most of the jobs are present in multinationals, they don't see the college profile until and unless they are going for the campus placements. Moreover, at that level of jobs, BTech hardly matters, the chances are you would be doing jobs in the management line and not the technical field. Thus to answer your question, you pay scale won't be affected if you do your BTech from a normal college or any unestablished IIIT.

Yes, it will affect your paygrade if you complete your MBA from a well-reputed college. IIIT is also not a bad college but if you get placed from IIIT you will get a job in the technical department according to your branch.
