Firstly I want to tell you that any student from any other state can apply for WB jee retailers outsiders too to take admission but the students must keep in mind that they are from other states so they won't be getting state quota and they have to score high to get into the merit list.
And as you are asking you are from Haryana state so I would be suggesting you that you won't be getting any state quota and also you won't be getting any category relaxation,you would be considered as a General category student. So if you can compensate these things then you must take admission there and give a chance to see that whether you are able to qualify or not.
Also you have to score very much to get admitted there because most of the seats are reserved for theirs state students and if you are thinking to get Jadhavpur University then you might find it more difficult.

WBJEE do allow outsiders but you have to score higher rank for getting admission in WBJEE. You are not from the home state so, work hard to get higher rank in the WBJEE. Other state students can apply for WBJEE Entrance Exam but they will be eligible only for the private colleges of West Bengal.
