W.r.to percentile cut off rank will be differed when compared to 2018.beacuse last year rank as per marks but this year rank is w.r.to perc?

With respect to percentile cutoff rank will be differered for sure . Cutoff rank is just to get a outlook , whether is there any possibility of getting a seat . Percentile will be given based on marks scored in examination . But during counselling rank will be considered.
