In counselling you have to go step by step process you can't jump or skip the process. If you not go for Document Veerification then you cannot go for choice filling that is web options. Every step is interlinked so please follow the process it is my suggestion. Most of case each and every student go for Certificate Verification. Next they give options through web.

I think that if the online portal is showing an error you should go to the center itself and clear your queries. Because at the time of admissions online portals tend to slow down due to heavy traffic (online). It's better to be on the safer side.
