Aryan, For Admissions to BS-MS (Dual-Degree) Programme 2019 in IISER, the institue clearly mentions the eligibility as " Candidates who have passed 10+2 or equivalent level exam with science stream in 2018 or 2019 are eligible to apply for admissions. "

IISER have three admission channels: JEE Advanced, KVPY and SCB (State and Central Board) channel.
For the first two you have to appear in respective exams and clear them.
If you are refering to SCB channel which is based on 12th marks then you have to specify your board as they have different cutoffs for different boards. If you are from CBSE board then you are eligible and can apply in via SCB channel. As per the cutoff it will be decided whether you are eligible or not and you will have to write the entrance exam. If you qualify the entrance then further procedures are followed. Here is the link for the different board cutoffs.

The eligibility criteria of IISER is :Those who have passed 10+2 in 2018 or will pass in 2019 are only eligible through three channels:
1.JEE Advance
2.KVPY
3.SCB: IAT aptitude test.
You are not eligible for any of these.

The eligibility criteria:Those who have passed 10+2 with science stream in 2018 or will pass in 2019 are eligible.You are eligible for IISER but you will have to go through one of the channel.
1.KVPY :kishor Vigyanik Protsahan Yojna :It is an exam conducted in two phase.
2.JEE Advance:Joint Entrance exam -Advance: You need to qualify JEE mains and then JEE advance.
3.SCB:State and central board channel:You will have to appear in IAT aptitude test and score a valid cut off.

Every IISER has a different minimum rank every year depending on the number of applicants for getting an interview call letter.
You have low chances to get there but don't be dissapointed. IISER Mohali called everyone up for a written test, followed by interview for the select few. IISER tvm doesn't even ask for your JAM rank. The applications are available before JAM entrance. Also a piece of extra information- IISC also called students of rank above 1000 for an interview and have also selected someone in 900s this year.

In that case you have to decide which exam you want to give and want to pursue. Both the tests are national level and there are many students like you who will will be missing the exam. Try to mail the administration of both the exams informing about your case and giving an argument that many students will be losing an opportunity. They might consider the case and change the schedule before it's too late. One more thing, JIPMER schedule is tentative, that means if any problem arises they can consider it. Make the case clear as soon as possible.

Yes you can get admission in IISER if you pass 10+2 with Science stream in 2018 or 2019. To take admission in B.Tech program at an IISER, you will have to clear one of the three given below:
1. Kishore Vaigyanik Protsahan Yojana (KVPY) - You need a valid KVPY fellowship.
2. Joint Entrance Examination (JEE-Advanced) of the Indian Institutes of Technology - You have to secure a rank with 10,000 of JEE Advanced, if you are a General category student.
3. State and Central Boards (SCB) - You have to appear for IISER Aptitude Test (IAT) 2019 and obtain the cutoff marks.

However it was in its developing phase but still it was good. I enjoyed a lot natural beauty and greenery. Clean and AC classrooms. Lab facility was good and developing. Sports facilities was playing. Large campus ,there was too much to explore.
