You must know that OUAT rank is decided by calculating your weightage including your (1/4) marks in OUAT CEE entrance,(1/4) 12th %(PCM or PCB average) and (1/4)10th %. Your calculated OUAT weightage marks is 65 .(you have not mentioned your PCM or PCB average marks of 12th, I calculated using the data you provided).
According to previous year trends, it is evident that it may be tough for you to get a veterinary seat as the cutoff weightage for the last years has been more than 71.5. You have not mentioned your category. If you hold category reservation, you may get a veterinary seat. (Assuming you are a PCB candidate)
But you have good chances to get BSc(Hons) Agriculture, Horticulture, Fisheries, etc. if you are PCB candiadate as the cutoff weightage for these courses is below 70.
If you are a PCM candidate, you will most probably get a seat for B.Tech agricultural engineering.

A cost sharing seat refers to self-financing seats. The difference between that and a free seat is that in the latter you pay the admission fee at the time of first admission and the rest of the years, its free of cost except for a nominal registration and other miscellaneous fees. But for a cost sharing seat, you need to pay your readmission fee every year (which is often the same as the first admission fee).

The Cut off is the minimum marks that are required by the student to get admission into the course as per liking and to clear the exam. The OUAT University cut off the list is produced on the parameter of overall applications achieved by them.

Dear Aspirant,
You have performed extremely poorly in OUAT or Odisha University Of Agriculture and Technology. With only 68.125 marks in the state agriculture entrance test, it is highly unlikely that you will get admission in any of the good Institutes of the state including all government Institutes of Odisha.
As far as getting a seat for Agriculture is concerned, you probably won't get it as you have not crossed the cutoff marks which is 70 for general category students. However, you have crossed the cutoff marks for forensic science and forestry. Still just getting the passing marks shall not be enough for you.
Another sad aspect of it is that the number of seats for bothe forestry and forensic science are extremely limited. The number of seats are so limited that it pales in comparison to the number of applicants. So I hope you understand the gravity of the situation that you are in right now and your perilous position of getting admission in a college.
Right now, you should explore your options and look for some good private institutes of the state offering your preferred course to students of your rank. But before joining any of the Institutes, you should compare these colleges based on their merits and demerits and see for yourself which is the best college for you to pursue graduation.

The ICAR cutoffs and ranks vary with factors like number of seats available, number of applicants and the category you belong to . Assuming you are from general category , you need score above 450 and come under first 500 ranks in order to get into top agriculture colleges or institutes . With respect to Orissa University of Agriculture and Technology, you would need a rank below 1000 to stand a fair chance for admission.

Whatever the marks are they are calculated in the basis, first your marks which is divided by the total marks. Which must be multiplied with hundred (for percentage calculation we should multiply with hundred).
Marks secured / total marks * 100

In this marks you can surely get admission in bsc agriculture or in horticulture in bhubaneshwar.Generally the cut off of Agricultural Engineering,Horticulture remains around 69-75 score.So according to last few year's cutoff you can surely get a good college of Bsc agriculture with this marks.Even if you face problem in getting college in the first rounds you can surely get it in second to third rounds and you can easily get forestry in first rounds with this marks..

Yes you can give Odisha University of Agriculture and Technology Entrance Exam (OUAT) 2021. The candidate needs to pass class 12th with minimum of 50% marks in aggregate including extra optional for unreserved candidates and for SC/ST/PwD/PMSSS candidates it is 40% to be eligible to give OUAT 2021. Odisha University of Agriculture and Technology will start the OUAT 2021 application form process from the second week of February 2021.

You didn't mention your category. So thought you are a general category student. Last year in OUAT examination cut-off for general category was 71.333.
You got 64 it's quite low but you know every year cut-off marks will differ basis of questions, colleges, students merit etc.
And for government colleges if you want to join agriculture then you have to score in 10th and 12th grade above 90% or 95% but your score is quite low for this category.
It's difficult to get a government college but you can try and you will try for private colleges also.

I was a student of ouat, all the infrastructure in our college is perfect, we have laboratories for respective departments. Lecture Halls are excellent with 100 seated gallery system, Air conditioner and smart board. Ouat library is outstanding and it also has e library along with free wifi.As per the hygiene it need improvement.
The college infrastructure was average but it was located in a safe and convenient area which is close to all daily requirements. Classroom were big enough but they didn't have enough rooms for other facilities.
It has all the necessary infrastructure required to study well. Facilities are provided. Equipments are supplied. Labs are updated with latest technology. Class rooms are air conditioned, with smart boards installed. Wifi is there in college.
