Looking at previous year's cut off, candidates from SC/ST category required minimum 430-450+ marks in NEET to get admission in government college in Bihar. With the marks you have mentioned about it can be difficult for you to get admission in DMCH. You can try in subsequent or mop up rounds. However, if you have Bihar domicile certificate you can apply through state quota which might increase chances of your admission. You can also apply in Semi Government or Private college, there might be decent chances of your admission. You can also try through Management Quota.

Yes , student from Up can get admission in Dayananda Medical College through his all India rank in NEET. Last year closing rank for MBBS in this college was 21675. This time it might increase. There are 100 seats in this college . The fees for MBBS is Rs. 4.50 lakh.

CMC Ludhiana and DMCH are Private medical Colleges in Punjab
Since, you have mentioned that you belong to Rajasthan, you have to take admission through All India Quota.
Considering 2018 year's Marks
This year cutoff for general AIQ will be 580+
For Punjab Quota in general category, marks would be 550+
But considering the increase in rank to marks ratio, cutoff seems to increase by 20-30 marks more
For the process
You have to take part in All India counselling and go for deemed universities and choose your Colleges according to your convenience.
Then wait for results
