With a rank of 13929 sorry but you would not get an ece seat in DSCE (2nd shift) as the cutoff rank for general category in year 2018 was 6273. If you belong to any other category then yes you have a chance(probably in 2nd or 3rd round to get into DSCE for obc reservation) and if you belong to sc/st then you have clear chance of getting ece in DSCE. If by "the main branch" you mean CSE then I would like to get to your notice that Computer Science and Engineering in Dayanand Sagar college of engineering is a tough call for you but you can try your hand at electronics and communication engineering as you will be on the borderline of the cutoff.

You can change your branch only if you satisfy the college CGPA cutoff for the first year then only in 2nd year you can change your branch. By paying some money won't make your work. This is not the way of doing work. The college has some rules and the way of giving money is illegal. Better not think of it in future. Try to do things by your work and qualifications. Money is not the way.

If you belong to GM category-
closing rank for cse in DSCE- 4085
closing rank for cse in SMVIT- 2057
If you belong to HKR catgory-
closing rank for cse in DSCE- 13904
closing rank for cse in SMVIT- 1745
If you belong to GM category then you don't have a chance to get a seat in CSE at both colleges.
If you are from HKR category, then you definitely have a chance for both colleges.

There is no difference in applying for 2nd shift or the first shift for Dayanand Sagar College of Engineering through KCET. The difference is that the students who are doing part time jobs apply for 2nd shift while the regular students apply for 1st shift . There is no such difference between 1st and 2nd shift .The classes for 1st shift start at 9:00 a.m. while the classes for 2nd shift start at 11:00 a.m. but the application process for both the shift is same .So ,if you know the procedure for first shift . The same is the procedure for the second shift but the cutoffs for 2nd shift usually remain lower than the cutoffs for the first shift .You can check the whole procedure of application or counselling for KCET for first and second shift by following the given link:

This is the faculty and the infrastructure provided by the computer science and engineering department are quite impressive. There are separate rooms for lap Practice and theory classes. The canteen in the mess is okay, and the facilities provided by the Hostels are good because they provide Wi-Fi and hot water almost 24/7.
There are 2 boys hostels and 1 girl's hostel. The boys hostel has double and triple-sharing rooms. The mess food is decent and the maintenance of the hostel is also good. The curfew timing is 9:30 for boys and 9:00 for girls. My course is very new and, hence, is still in a developing phase. But offers future opportunities
The infrastructure has been good with all the facilities is provided and the equipment is good and they provide all required facilities. The library is good and they are all maintained good. The canteen is good and they provide good food.
