I am sorry to tell you that, you cannot expect to get a college at this rank in JoSAA counselling. However, you should apply for CSAB counselling. In CSAB counselling you can get colleges at higher ranks. CSAB counselling is done for the seats that remain vacant after the JoSAA counselling. Many students leave their seats if they get a better college which gives a chance to student at higher ranks to get a seat in good colleges.

See if you have LNMIIT and BITS goa as an option, Manipal Jaipur and North eastern NITs fall out the question instantly.

I would say LNMIIT and BITS are really only two practical options, now from both those it is a tough call, I can list down pros and cons for you, but you are the one who has to take call...

See BITS Goa will certainly have a much better college life, however at the same time it going to be more expensive.

Coming to placements it will depend on your branch in BITS, like in dual degree your other Btech branch is decided upon your performance in first year. So if you manage to get CSE in BITS, it is certainly going to be better than LNMIIT. If you get ECE it will be slightly better, if you get other branches I would say LNMIIT would fair better.

In the end I would say both are really good options you can pick anyone.
