Since this year's cutoff has not been declared yet, with a SC rank of 3,150 according to previous years cutoffs and trands, it is unlikely you will be able to get any college. However, you can get admission in -

But still, owing to your category by God's grace, you can get seat at mediocre NIT at the later rounds.

I would not recommnend you to join GFTI as they are not that well suited for chemical engineering.

2. NIT Hamirpur (chances are bit less)

As the eligibility criteria for any IIT ,Niit is  54 percentile for sc and 89 percentile for general. So you did not cleared the bar . Also for for niit and IITs , you need at least 95 above percentile to stand a chance for admission.

So you won't gat any government college as such.

You may get northeastern NITs or GFTIs like NIT agartala, mizoram ,etc. with branches like Civil engineering there. I will suggest you to take a year drop ,if you don't want these NITs. Just take the right decision. I hoe you have got the point.

First of all, there is no kind of women quota in JEE main. So, with a rank of 150246 and OBC reservation, you can get into your homestate NIT under HS quota. It will be difficult in the case of other NITs.
