Yes, You can get a government seat in any government college but only if you perform good in NEET examination.  There is also a NRI quota that is applicable for NEET examination.

Your fee structure would vary according to the NRI quota norms fixed by the NTA association.

Sneha, in 2018, under State Quota, 469 marks secured a seat in Gandhi Medical College under BC Category. Now this is 2018 data and we do not have 2019 data yet. More importantly. cut offs change every year and are dependant on various factors such as no.of Candidates appearing for the exam, no,of Candidates qualified, top NEET score and difficulty of the exam. Yeah, there is seat reservation policy in Mahatma Gandhi College. SC/ST/OBC category candidates  are entitled for reservation under the Right of Persons with Disabilities Act, 2016. The college follows the government reservation policy.

The cutoff ranks and marks are as below for unreserved category for Gandhi Medical College for State quota:

For 2018 it was: 5515 (561 marks)

For 2017 it was: 4,576 (585 marks)

It could change according to how many  people take the exam, difficulty of the paper and the cutoof set.
