As you have got 82 percentile in your JEE Mains exam, there are very much less chances for you to get seat in a good branch such as CSE or ECE. However, if you wish to get admission in state government college, you can write the state level entrance exams such as CET.

If you want to discontinue your engineering program and switch to a BA, you'll need to cancel your admission at Government Engineering College of Hassan. You have an extremely good possibility of being accepted into an IIT or NIT if you meet the PwD quota. Compared to other students, you need to achieve far lower marks. For instance, while the general cut-off is approximately 120, the general PwD cut-off is about 20.

I advise you to put your quota aside while preparing and concentrate on your studies. If you successfully completed the Jee Mains and progressed, you will get admitted to a very excellent IIT in your preferred branch.
