there is no definite answer to your question as govt have its own policies and no such transparency but i would suggest you to go through this artical and many more like this you will found that most of the govt. colleges charge rs 60000/year only

Almost all government Engineering colleges in India have the same fees structure differing in about some parameters. Also, RGGEC government college charges fees as per each semester. So, you would have to pay fees in every semester for 8 times since there are 8 semesters in all. The fees structure sometimes changes as per the HP government notification issued from time to time.
For RGGEC government college, the fees structure is bifurcated into various particulars like admission fees, ID card fees, library fee, medical fee, NCC fund, NSS fund, internet fee, campus development fees, student amalgamated fund, annual insurance charges, tution fees, university fees, university registration fee, university exam and practical fees. Out of these, you only would have to pay library fee, medical fee, internet fee, campus development fees, tution fees university exam fees in each semester regularly.
So, for each semester your fees structure as given on the official website of the college is around 27000 to 30000 depending upon the particulars as mentioned above.

If you are asking about change in college in the counselling process, then it is possible. You can change the college while appearing for the next counselling session. You need to first confirm the seat allotted to you, followed by appearing for next session and get new college.

Actually if you compare between those two colleges with respect to the placement rate the placement package the infrastructure and the fees, we can easily conclude which one is better. For Goa College of Engineering the cost fore course is about 12 thousand. The infrastructure is good.there and no mention of placement rate in their official website but the average packages about 3.6 lakh per annum.
another college is also government college but their fees is quite high about 2.5 lakh.there are no placement record and no average salary package mentioned in their official website.

If we talk Rajiv Gandhi Government engineering College , Kangra it has lower fees as compared to gaya engineering college . Also It is established in 2014 and gaya engineering college is 2008 . Rajiv Gandhi Government engineering College is affiliated to Himachal Pradesh Technical University , Hamirpur while gaya college of engineering is affiliated to Aryabhatta University , Patna . Btech Programs of both are more and less are same . If you want to join , then I will recommend you to Rajiv Gandhi Government engineering College as it is slightly better .

The campus is good you'll get most of engineering related equipment which used in learning engineering and practical uses of application. And not sure about canteen because it's changed. You need to rely on outside food. Outside the campus
