the college does not have chemical engineering branch .
GECB, Trivandrum offers only five B.Tech.courses in the streams of Mechanical Engineering (ME), Electrical and Electronics Engineering (EEE), Information Technology (IT), Civil Engineering(CE) and Electronics and Communication Engineering (ECE), each with an intake of 60 regular students and six lateral entry students per year.

No I think you cannot change government college to Indian Institute of Technology (IIT) or National Institute of technology (NIT) .Why because IIT or NIT seats are based on JEE main and advanced scores and JOSSA counseling.
So, if you want to change your government college to any other college my suggest better to change in first year only . But you get migrate to same affiliation college under same university . they may be ask pay first year fees to get admission in second year.

The cutoff for SCs was 54.01 percentile. Having cleared the cut off you are eligible for NITs and the JEE Advanced exam. The competition keeps increasing with every day. That means the score needed to get into the top government colleges such as the National Institutes of Technology and Indian Institutes of Technology.
However, being from the SC category, it can be advantageous for you. While the top courses in the top NITs may be taken, newer NITs such as NIT Andhra Pradesh, NIT Pondicherry etc. Also, some courses that are lesser in demand such as metallurgy would be better options to get into better ranked government colleges such as NIT Calicut.

As you are not mentioned any branch so I will answer you in accordance of all branches. So as per last year cut offs sorry to say but you have very less chances of getting admission in this institute but as year to year cutoffs changes so you may try for it. Generally the highest cut off rank for last year is 192765 in industrial engineering branch and for all other branches cut off rank is lesser than this. Private colleges acquire funds from different sources. While govt. Colleges are funded by the state govt. Private colleges do not get any funds from state govt. They rely on fees gained by the students of the college and some other contributions. Facilities are somehow better in private universities than govt. ones. Iits, nits,iiits and gfit's are some good govt. Engineering colleges with excellent facilities.

The campus is good you'll get most of engineering related equipment which used in learning engineering and practical uses of application. And not sure about canteen because it's changed. You need to rely on outside food. Outside the campus
