The government engineering colleges are run solely by the government. While private aided colleges are run by trusts but they receive funds from the government. Private engineering colleges are run entirely by private trusts.
Coming to engineering, I would recommend LPU in private universities and IITs in public universities in India.
LPU offers engineering in CSE, EE, ECE, ME, CE, Automobile, Chemical, Aerospace, Biotechnology, etc. I recommended my cousin to do B.Tech from LPU itself.
The maximum package availed for the Engineering programme is 42 LPA.
Scholarships/Financial Assistance: You can get scholarships based on LPUNEST, JEE (Main), Toppers of Education Board., Financial Aid - Need-Based, Financial Aid for Serving/ Retired Defence/ CAPF/ Para- Military Personnel and their dependents., Financial Aid to Orphans, Financial Aid to Persons with Certain Disabilities.

See only your general rank is considered for counselling of WBJEE and o n such rank even after considering TFWS quota, you have very less chances or almost no chances of CSE branch.
But on the basis of previous year's cut-off you have good chances in following colleges for some other branches:-

Sorry to inform you that you can't appear for JEE Mains 2022. According to the eligibility criteria laid by NTA, candidates who have passed 12th board exams in 2020, 2021 or appeared/appearing in 2022 are eligible to give JEE Main 2022 exam. Most of the government engineering colleges give admission on basis of JEE score, however some colleges conduct their own entrance exams as well like WBJEE, UPSEE, KCET, COMEDK, BCECE, OJEE, MHT CET, etc. You can check the eligibility criteria for such entrances and if you meet it then you can appear the exams.

The campus is good you'll get most of engineering related equipment which used in learning engineering and practical uses of application. And not sure about canteen because it's changed. You need to rely on outside food. Outside the campus
