Yes you are eligible to get admission in Grant Medical College of Mumbai under both 70% regional and 30% state quota.
Just for your information I am telling you previous year lowest marks which got admission under both 70% regional and 30% state quota, in order to help you prepare for this year.
In 2017, the lowest score from general category (under women reservation) candidate who got admission to Grant Medical College was 544 marks (out of 720). while lowest score from general category (woman coandidate) to get admission in GMC Mumbai was 597 (out of 720).
However, note that these numbers might change this year, since cutoff marks are highly dependent on the difficulty level of question paper, number of aspirants, etc.
As for preping for NEET, I suggest you to first cover complete syllabus of Class 11th and Class 12th and also keep testing yourself by practicing mock tests and sample papers based on NEET syllabus.
