With this rank of yours, you are at the edge of getting an admission into IHM Pusa . Its said that AIR 400 is a safe side for the General Category. As mentioned by you, that you are looking under OBC-NCL, its closing rank is less than 2100. You can still apply for the college and you are eligible to get an admission into it.

With your present rank, you can apply in IHM lucknow under any category other than General category. Since the closing of General category for IHM lucknow has the closing rank of l ess than 3000. And your AIR is 243, so you have a great chance that  you will get IHM Bombay in the 1st Counselling Round

With this rank you may not get seat in IHM PUSA Delhi .  Last rank was around AIR-2100. For SC and STs, the last rank was around AIR-4000–4100. If you have least rank then you will get seat in Pusa Delhi.

You have AIR of 1700. So, there will be no chance of getting this college as per your rank. You can go for others good IHM with this rank.

IHM Pusa situated at Delhi is a vailable for you to apply with your present score, since the cut off for SC category is around 5500 as of 2019.
