There is no given limit for number of choices.
There will be 3 rounds of NCHM JEE seat allotment 2019 which will be held on merit basis and the locked choices. The detailed process and schedule of seat allotment has been released on online mode along with the announcement of NCHM JEE 2019 result.
Registered students can modify their choices online and lock them again in round 2 of NCHMCT JEE counselling 2019.

It is hard to predict that as you have stated your obc rank which is 880. If you were from general cateogory and had and AIR 880 in the NCHMCT JEE then you would surely get a seat in IHM BANGALORE but getting a seatin IHM DElhi is very tough . A student from the general cateogory with a rank of below 400 would have got a seat in it last year. You won't be able to get them maybe. You can get IHM kolkata , indore , lucknow or other ihms.

It would have been easier if you would have provided your category as well.
But, I can provide you the opening rank (OR) and closing rank (CR) of previous years of IHM Taratala for each category from which you can get an idea.
In 2018, after third round-
Open= OR- 51 and CR- 2655
OBC-NCL= OR- 3021 and CR- 11272
SC= OR- 2750 and CR- 10706
ST= OR- 4148 and CR- 20817
In 2017, after third round-
Open= OR- 90 and CR- 2423
OBC-NCL= OR- 2445 and CR- 12630
SC= OR- 2671 and CR- 13397
ST= OR- 2710 and CR- 25527
From this, you can get an idea about your selection.

As you have mentioned that you have secured 12083 rank in NCHM JEE. Therefore there are less chance that you could get a seat in any of the IHMs as their cutoff ranks are comparatively high than yours. As per last year's cutoff you can not get any IHM. But cutoffs vary every year. You can apply for other private colleges.

With a rank of 12247, IHM is difficult to get. Though, you can get in private colleges easily and colleges like Guru Nanak Institute of Hotel Management.
IHM vs IIHM: depends on your choice.
One is the government college, whereas IIHM is a private college. Therefore IHM fees is low when compared to IIHM. The placements are better at IHM when compared to IIHM. But then IIHM offers international exposure at an early age. The IIHM campuses are beautifully built.
Both are at par in this education sector. But definitely if you ain't getting the best of IHMs, it's better to join an IIHM.
IHM Pusa has a decent infrastructure, College auditorium is good but the classes are not that well maintained, that can be a point of improvement. Kitchens, Bakery, Restaurant of college is fine and has all necessary equipment’s to help students understand.
Infrastructure is best of IHM Pusa . It provides best quality of classrooms and practical rooms. Wifi speed is good and well - maintained . Food provided by IHM pusa is Hygienic and the living spaces is clean .
The infrastructure is very well maintained , all types of facilities are available in this college. IHM Pusa rank top in India for M.Sc. and B.Sc. in HM . All the living spaces is cleaned and the quality of food available is hygienic.
