Based on your query, there are a lot of colleges, the forms of which you can fill except the NMIMS at a score of 209. The list of colleges are:
1. SDA Baconni Asia Centre, Mumbai- Cut-off usually goes above 200.
2. ICFAI Business School, IBS Hyderabad- Cut off would be above 150.
3. Woxen School Of Business Management, Hyderabad-
160+ score is sufficient here.
4. Thapar School of Management, Chandigarh- 150+ in NMAT is sufficient here.
5. SRM University- Cut off would be above 180.
And there are some other colleges that you can get at a score of 209, the names are ITM business school, ISBR business school, Bengaluru, BML Munjal University Delhi.

Now, as per last year NMAT cut off for NMIMS Mumbai, Hyderabad and Bangalore .. You may get NMIMS Bangalore and Hyderabad .. The cut off for these colleges are :

According to previous year cutoffs, you have high chances for getting calls from NMIMS Bombay or Bangalore for almost all branches. Currently there are following branches in :

Your score satisfies the cutoff score of all the branches in every NMIMS. Hence you have highest chances for getting a call.

NMAT is one of the most competitive exams for getting admission into top B-schools and to answer your question, no it is not necessary to register to NMIMS for each attempt of NMAT. You just need to register only once and the best score will be taken into consideration out of all your attempts.

With the score of 137 in NMAT, you will not get admission into NMIMS. To get admission in NMIMS generally the score should be 220+. Also if you want NMIMS Mumbai then you should Target even higher.
My suggestion for you will be that prepare again and give mocks to know your weaker points. After that analyse your mistakes and work on them and reattempt the paper with more practice and confidence.

In 2019, nearly 46,950 candidates gave the NMAT exam whereas in 2020, around 54,000 candidates gave the exam. The exam is conducted by GMAC and comprises of 108 questions. One can only give the NMAT exam thrice which includes the first attempt and two retake attempts.

In counselling , the pattern of allocation of seats varies according to the cutoff ranks in that particular colleges. See, you can be alloted any college if your rank fits in the cutoff range.
Taking about your question, see you can still be allocated your second preference if your rank fits in that range for second preference. Generally, the first priority will be allocated if your rank fits otherwise you will be allocated the second preference.
If there is a chance of changing the order in any round then you can change otherwise be happy with what you are allocated to.
