Verma, this is still 2020 and NEET has not been conducted yet for 2020 and we do not know yet the status of 2021. And we are not sure of which part of the NMC Bill are you enquiring about because NMC bill is aimed at regulating the Medical Education and Practise. And cut offs depend on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam and not the NMC bill. Now in 2019, under State Quota, the cut offs for MGMMC, under various Categories have been as follows:
General Category: 606
OBC: 603
SC: 515
ST: 394
Now this is 2019 data and cut offs change every year. And we do not know yet the status of 2020. So we would suggest you to watch out for NEET 2020 cut offs to have an idea of what might be the possible score for a seat in this College and if you are preparing for NEET 2021, as the MHRD has officially announced that NEET 2021 will be conducted with a reduced syllabus, we would suggest you to stick to NCERT books for now. Atleast until the new syllabus has been released.

As of now , There is no quota for defence in All India basis. But ,Some states may have reservation in The field of NEET or etc. You may have to consult state counseling authority .

There are seats in Dermatology and radiology for PG NEET. You can search for the colleges who provides these courses for post graduate. You can do MD in dermatology or in radiology.

Yes an OCI is eligible for appearing in NEET and also taking part in AIQ counseling for taking admission in Medical government colleges, but the only underlying difference here is that there is no reservation of seats for the NRI or OCI category students in government medical colleges.
So you will be considered under the general category students while doing the choice filling.

Through your college administration, you can easily apply for the scholarship. other than this, many foundations also provide scholarship through your colleges. Eight (8) Passport size photograph same as affixed on the application form.

The prospectus of All India Institute of Medical Sciences (AIIMS) states that those called for counseling have to report with the following documents/ certificates in original:
Admit Card
Call Letter issued by AIIMS, New Delhi
Proof of Date of Birth Certificate/ Mark sheet from the Board from which the candidate passed the 10+2 or equivalent Examination.
Migration certificate from the University/Board last attended
Category certificate (if applicable)
Current passport size photograph (front pose) 6 copies.
One set of self attested copies of all the certificates
