Hey! Definitely you can apply for NEET next year there is no upper age limit on the candidates participating in NEET till the Supreme Court passes its judgement on it. NEET is mandatory for candidates who wish to study medicine in India. It is also mandatory for candidates who wish to study medicine abroad but wish to come back to India for practice.

Yes , of course you will be eligible for Neet next year and not only this if you scored well you can get a seat in mbbs too as there's no rules that candidates become not eligible for neet once they deny the seat in bams or bds or mbbs etc.

If you get the admission by the process of counselling than you don't have to pay the tuition fees, but you have to pay other fees like lab deposits, exams fees etc.
The amount of tuition fees will be paid by government in term of scholarship.

If you get admission by any other method like management quota or something else
Than you may have to pay the full fees.

As you got 411 marks which is a good marks in neet 2019. 

As per your question, i would say that being from gen cat its diffcult to get in mbbs or bds as your rank is 1 lakh+. 

But you can definitely do get in bams goverment college in all india rank by applying for counseling in ayush courses. 

Getting seat depends on students to seat ratio, cut off, rank etc.

BAMS admission is through State Counselling Authority on the basis of NEET UG score. The cutoff varies state wise & also colleges wise. But with this score you might have the chance to get a seat for BAMS programme, It depends on the college.

first submit the letter in the College for original documents with the situation and your goal towards career.When you get them back.

You will be in need to attempt NEET exam and qualify for the exam with more then 400 marks to get admission in best college.

After passing exam you can take admission in the college and continue your career.
