The cutoff varies year to year so it would be tough to tell you the exactly but as per the last year the chances are less to get a seat in the Government colleges for MBBS, BDS but the chances might be there for BAMS, BHMS in Government colleges.

I would like to inform you that yes you can switch over to bams in last round from bsc agri. As long as bams is on top of bsc agri in the priority order, the algorithm responsible for giving you a seat will try to get you a bams seat.

No worries if you are from UP. Any student having dkmicile of UP can also get admission in Medical college of MP.But the only drawback of this is that you can not participate in state counselling of MP , you can only participare in AYUSH counselling under all india quota or central counselling. If you have sufficiently good marks in NEET , then you can get a government BAMS college under AYUSH central counselling.

Getting a ayurvedic medical college for BAMS is very difficult with your marks because the cut off is usually high. Your category won't help that much as well because for OBC also the cut off is not so low.
But you can attend counselling for private colleges where you might get a seat for BAMS.

See as per your Marks-417 it is difficult to get a Government Medical Seat even if you have a state quota and another quota if applicable. You should have maintained a score above 550 to be on the safer side.
You cannot get into any government medical college with this mark.
There is very less probability of getting a seat.
