No, it will be very difficult for you to get a government seat and even in private colleges. Even if you have category ank then too its of no use. Even from the state quota it very difficult to get a seat in good or moderate college. You can try colleges not participating in NEET counselling.

Yes. There seems to be some chance in bams college. First round of counselling for neet 2019 has already begun. Soon the counselling for other courses will begin too. Go for BAMS counselling and see what you get. Hope for the best. Meanwhile go through previous year's cut off in order to have a rough idea.

As you will be knowing that a separate counselling will be held for AYUSH UG admission throughout the nation.
The respective State Government and Ministry of AYSH will conduct Counselling for admission in different Government/Private Ayurveda, Siddha, Unani and Homoeopathy Colleges of the State. The State Authority will conduct Counselling 85% seats while the Central Committee will conduct Counselling for 15% seats.
So, How to register for BAMS counselling 2019?
You must appear in the counselling process. The counselling will be conducted by each State Government separately for admission in their respective State. The Ministry of AYUSH has no direct role in the counselling process.
And after qualifying the NEET exam, candidates have to through State Counselling. As per their rank, candidates will be allotted colleges and course.

Your marks is really low in comparison to the cut off marks of different colleges this year. So you have negligible chances of getting admission in a government college for the following courses. You may look up for management quota seats in private colleges.

The marks you have secured is low in comparison to the cut off marks of various colleges this year. Also you are from the unreserved category and a minimum of 450+ would keep you on the safe side. You hardly have any chance of getting admission in a government college for the following courses. You can try for private colleges instead.
