See both the institutes you have mentioned are quite reputed institutes. Now NIT Raipur have a more repute compared to that of SSTC. Now as your courses are different then its in general better to compare on the basis of course. Now firstly, you have to decide which subject you are interested in. You can sort on your interest and that's the best because if you are interested in a subject, then you will get enthusiastic about it and as a result, doing great in that subject is an easy game. Now from a perspective of placements, CSE have good placements in SSTC. You can obviously go for the course at SSTC if you want to get placed in the field at which you study. In NIT Raipur the core placements aren't that much for Biotechnology, most of the students gets placed in non-core fields such as IT sectors, Software companies etc.
Now based on your aspirations and future planning, you have to choose the subject.

The college houses great infrastructure in terms of classrooms, and better equipped labs if compared to other private engineering colleges of the state. Extra-curricular facilities are also nice, with a overall great annual fest. Faculties are good in some departments, but also bad in others. It all depends on which branch you study.However there are no guaranteed placement, as there is no certainty if companies will visit for campus recruitment or not. Only the mass recruiters offering low packages visit every year.
