Dear student,
BA in English is an under graduate degree course of three years by the central universities. Whereas, English literature is vast set of epics, drama, plays, prose and poetry that let you peep into a particular genre or era of a century. In the BA you have to simply read, study all prose and poetry, but in literature you have to read deeply about the English language origin, history and development.
With BA English base you can teach up to middle school but with special English literature you can teach the PG students.
And more important an honours degree in English literature is a specialised degree in that particular subject. It is more intensive and more subject focussed.
So, I would suggest you to choose according to your interests and needs.

See if you have good base in the subject of KANNADA then you can obviously go for it as an optional subject. Always know that in order to save time its better to choose subjects which you have interest at as well as which you are skilled in. Thus if you feel you have enough skills in Kannada just go for it. Of course, you will write the optional paper of Bengali Literature in bangla lanaguage only, this holds true for even other aspirants going for regional language as per their preference, for example if someone chooses Marathi then he or she needs to write the paper in that language only,
So, to answer your question yes, you can write the general studies paper, essay in English and the optionals paper in bangla if you choose bengali literature, there are two optional papers of 250 marks each, all the languages included in the optional paper are part of eight schedule of the constitution, and apart from this there are also two language papers which are qualifying by nature.

Yes, if you're pursuing french hons or studying french from alliance there will be some literature or poems, but only a little they aren't a part of the certification exams. If you're planning to write DELF exam then literature won't be asked.

I don't think you will get minor degree in any of the nits and that too in photography, dance, literature, psychology, foreign language. But if you get into iits you may enjoy the privilege of doing minor degree in some of the IITs. But I still doubt these minors will be available in iit too.
