If you have selected a free seat in the first phase of B. Pharm counseling and been allotted a seat in some other college in the second phase, then you are generally considered for the benefits or fee structure applicable at the new seat. Whether you get the free seat or not would be strictly according to the policy followed by the new college or seat allotment policy adopted during the second phase. Provided the new seat is under some form of government quota or an equivalent fee-waiving scheme, then, after all, you could have been eligible for the free seat. But in case you are not under a governmental quota or an equivalent fee-waving scheme, you will face fees as per your allotment in the new course.
It is pertinent to check counseling guidelines specific to your state or entrance exam authority for transfer or change in fees and seat benefits in the second phase.
