Yes, if you are pursuing CA, You can apply for B.COM admissions online and offline both. Generally B.COM admissions are conducted in the month of June and July after 12th commerce results in all the states in India. Offline admissions are carried out for the vacant seats after the completion of the online round. Refer your state university website.

I think you want to ask that you are doing CA and for admission in B.com from IGNOU whether the process is online or offline. Then I want to say that you can apply for admission for IGNOU course both through online and offline. For online you can go to the site and apply and finally submit at regional office if it is asked and for offline you must go to the regional centre near you and apply in person and pay the fee and submit the application. This is the process for admission in IGNOU.
