am I eligible for psu jobs like iocl ongc if I have been 12 repeater but done graduation and scored required gate score?

There are no such criteria regarding 12 that will lead you to not getting a PSU. You should be certain that you have >55% in graduation and a good gate score. If you satisfy these two you will have a good chance to get a job in PSU.
