Any pass out student has to submit degree or provisional certificate . Pass out student must have cleared all their backlog. For final year Gate , the student has to submit a certificate issued by head of the department that he is in final year in this college.
Other common Certificates are needed .
Yes you can appear for GATE exam 2021 even if you have backlog in your B tech. But to get admission through GATE, you need to clear your backlogs.
While applying for GATE application form candidates with backlogs (failed subjects) in any of the subjects in their qualifying examination will have to upload a copy of any of the marksheet of the final year issued from the institute where he/she was pursuing their qualifying examination. It has to be noted that the internet downloaded marksheet will not be accepted under any circumstances.

As per the eligibility criteria of GATE 2019, you are allowed to give the exam even if you've backlog, but there is a condition that while filling the form you need to mention that you're appearing in your graduation and you should have atleast your 6th semester marksheet with you.
