yes,aspirant those who have net certificate are exempted from the entrance as net is  major exam conducted by NTA net and top rank holders are able to crack this exam,so certificate is issued to them.

As per your query i would say that NET qualified candidates are exempted from PhD entrance exam. For IGNOU PhD entrance NTA is the major Governing body.
