If you feel there is paucity of time during your graduation studies then you can appear for UPSC after completion of your course, you can start your preparation in consistent manner from the last year of graduation, just start off with basic things like going through the UPSC syllabus thoroughly, reading newspaper everyday, begin with NCERT and then move towards other books, practice previous year papers, mock tests regularly, answer writing in advance etc, you can also perform these activities if you get free times in initial year of college, generally one year of preparation is enough if you are focused, dedicated, and have perseverance, as these personal attributes will help you sail through the exam.
