You just need to be 21 years old having completed graduation in any discipline from a recognized university.You can apply for UPSC even in final year. UPSC doesn't discriminate amidst aspirants belonging to different discipline, people from different backgrounds have cracked this exam and continue to do so, eventually it's the preparation and strategy that matters.

So, firstly choose any subject of your interest, you can also do so by pursuing subjects like political science, economics, geography, history etc as UPSC tends to be more humanties-oriented. However, even if you choose any other field like science, commerce, management, engineering you still can crack this exam as people from different backgrounds year after year continue to do so.
