You can choose any subject or course of your choice based on your interest for your graduation as to be eligible for UPSC examination there is no compulsion to be a graduate in a particular subject, all you need to be eligible is that you should be a graduate in any discipline
but yes ch oosing Arts or the humanities can be really helpful for your UPSC examination, this is because in Arts you will be learning subjects like history , polity etc which are a part of the UPSC syllabus so it will help you in your upsc examination, so BA is good option for graduation if you want to prepare for UPSC

The eligibility criteria for UPSC Civil Service Exam is passed graduation in any stream from a recognized ,there is no specific aggregate required here, you need to attain 21 years age and you can apply even in the final year of graduation, there is no such thing as best degree, the reason being people from diverse backgrounds qualify UPSC exam, but then yes, if you're wholly and solely focused on this exam only from the start, then you can do graduation in subjects like political science, public administration, geography, economics, history etc as you'll be covering also the syllabus of UPSC while studying these subjects at graduation level.

Science and Arts both stream are good for IAS .
