No 3rd year students cannot apply for GATE exam only final year students can apply.

No only final year undergraduate students can apply for gate exam . You can also opt ti apply for this exam from another branch but you have to study the syllabus of that branch.

No, you can't apply for GATE in 3rd year of your engineering. You can apply it in your 4th year. Earlier 3rd years students were also eligible for GATE but in few years, rules were changed so 3rd years students can't apply for GATE.

No, unfortunately only final year student in engineering or Bsc/B. Arch/B. Pharm/Msc courses can apply.
. Student can also be passed out of graduation which is fairly eligible for GaTe exam.

There is no agelimit for GATE exam as well.
