Yes you may claim admission against the seats reserved for All India Candidate.
A candidate not domiciled in Maharashtra, or his father or mother not being related to Maharashtra in any way can claim his/her candidature as an All India Candidate . You need to be an Indian National with the necessary score in 12th, JEE or MHCET, whichever is applicable.
Getting into COEP or VJTI will depend on your marks and preference list, but you can participate smartly in the procedure carried out by DTE Maharashtra for first year degree admissions.
