There are management as well as state qouta seats in every college of every state. If you have the domicile, you're eligible for 85% of the state qouta seats. If not, you can still get admission through the management qouta, i.e., 15% of the seats. Just that, the fee structure for the management qouta is really high as compared to the state qouta. So, yes, if you donot have state domicile, you can still get a management qouta seat in UP medical colleges. Also, the cutoff is low for management qouta because of the high fees.
