Generally the mop-up counselling round of neet is organised to fill up all the vacant or left over seats of mbbs/bda/ayush courses in all central, private and deemed medical colleges /universities of India.
So, yes government seats are also there if they remain vacant or for management quota.
But, the ratio of such seats is generally low because of the high competition and completion of 1nd and 2nd rounds of counsellings before.
Although you still have chances to apply through the mop-up rounds in the government colleges too.
