There's no such subject related restrictions for appearing in IIT JAM examination.
The basic eligibility criteria set for appearing in IIT JAM examination is that any student who completed bsc degree with at least 55% can apply for exam. Final year students are also eligible to appear for this examination.

Yes you can write the IIT JAM exam if you have done bachelor degree in chemistry.
The minimum required percentage for the GEN/EWS/OBC-NCL candidates is 55% or 5.5 CGPA out of 10.
The minimum required percentage for the SC/ST/PwD candidates is 50% or 5.0 CGPA out of 10.
