No you cannot apply for GATE exam in 2nd year as for applying for the gate exam you should have a bachelor degree.

the eligibility criteria to write GATE examination is that the candidate has to have a bachlour degree  in engineering /technology i.e 4 years after 10+2 or 3 years after diploma/bsc in engineering /technology .

those who are in final year also can apply .

so , since you are still in your second year you will have to wait two more years for that .
