I completed my b.tech in 2018 but I have not my degree certificate ....so can I upload final year result copy instead of degree in gate 2019

Yes, surely you can upload your final year result in case you did not recieved your degree yet. Also in place of this you can upload your provisional certificate or 8th semester marksheet.
