No, you can't because you have to pass 12 with at least 65 to make it till final merit. Your compartment is a danger sign for you, you should opt for better options where you can have a chance with your level of competition.

In order to apply for NDA exam there are different wings in which different criteria is there but it is necessary for all sections to be minimun 12th pass. Candidates appearing in class 12 is also eligible to apply but appearing/passing class 11 students are not eligible. so it will be difficult for you to apply for this exam in November if you will appear for class 12 next year.
