Dear Smit, only eligible candidates will have to register for 1st and 2nd rounds of NEET MDS Counselling. Only those candidates who have secured the minimum qualifying cut off as mentioned by National Board of Examinations will be eligible for the Counselling process. So to answer your question, without being eligible you cannot register and appear for counselling.
