Whether you can do medical or not without neet depends upon which medical course are you asking about.
NEET is mandatory only for
MBBS
BDS
Ayush courses( Ayurveda i. e BAMS , Unani i.e B. U. M. S, Siddha i. e BSMS, and Homeopathy i.e BHMS ) and
veterinary i. e BVSc. ( neet is mandatory for only all india quota bvsc seats offered through AIPVT counselling, as some states have their own entrance like RPVT in Rajasthan for state quota seats)
So, you cannot do mbbs, bds and ayush courses without Neet

Nope! If you want to go for courses such as MBBS/BDS/BHMS/BAMS/BSMS etc then you need to qualify the NEET examination. After that as per your rank you will be alloted seats to the medical colleges.
