Hello student,
It's difficult to predict the exact possibilities of admission. It depends on the cut-off. Cut-off changes every year. It depends on the lot of factors such as the exam pattern, the number of students appeared, the number of students qualified, whether you belong to any category or not , the highest NEET score. It varies from state to state and it also varies from state quota seats to all india quota seats.
You haven't mentioned the category you belong to and your state also, so it's difficult to predict the exact possibilities of admission.
So considering you as a general candidate with 400 marks the chances of getting admission in government Dental Colleges seems less, you need to score atleast 520 to get admission in government Dental Colleges. This data is based on the basis of the last year's cutoff.

Hey buddy,
No. Chances are less to get BDS seat in 400 marks under central counselling. Under 15% all india quota, you need to score more than 480 marks in neet to get BDS seat. But you can get BDS seat in private colleges in 400 or more marks.
Hope is helps.
All the best.
