I do understand your query and as far as my knowledge is concerned you should be able to apply and get a seat in PU,Patiala at this rank.Meanwhile you should also reserve a seat in a university some other university as a backup as you may get the seat in a later round.Thus trust yourself and keep patience and always secure a backup seat so as to not waste your whole year.This is my advice to you.Hope you were staisfied with my response.All the very best.
