Can i get mbbs in govt college of any state if I score around 500 marks through EWS quota in All India Counselling?

There are almost no chance you to get mbbs govt. College at your expected marks.
Last year cut off for EWS category was Air 16994 & 606 marks. In 15% AIQ counselling cut off for EWS category was AIR 15004.
Also if we see previous trends also cut off doesn't go this much low for MBBS/BDS govt collage.
You may try for govt BAMS/BHMS college at your expected marks through state counselling.
